An Act to bolster police powers for the maintenance of public security without compromising civil liberties Herr Präsident, if the police deem a crowd to be dangerous to public security, it is scarcely an attack on civil liberties if the police choose to disperse that crowd. Sometimes, dangerous and rowdy crowds can assemble when a state of emergency is not in force, and police will be helpless to prevent bodily harm and damage to property. Message | Herr Präsident, it is not like the police cannot act swiftly to dissolve "dangerous and rowdy" crowds. However, unter the current law, this is not possible unless danger resulting from these is actually and objectively observable. The reform proposed by Frau Strötzel, in contrast, would give the police pre-emptive competences that come with a vast power of discretion, which is always questionable in the area of law enforcement, which ought to be as precise as possible.
