Herr Präsident,

as agreed upon in the coalition agreement, I hereby propose abolishing compulsory salary caps to the Imperial Diet, as a means of allowing for greater entrepreneurial autonomy, and therefore as a positive side effect incentivizing the foundation of new businesses as well. As the coalition believes that voluntary co-operation between unions and employers is still a desirable business practice, this bill also establishes tax deductions for those corporations who continue to define maximum wages for their employees through negotiation with unions. The deduction allows for taxing money saved by the company through below-market level salary agreements for executive and other high-paid staff at the level of the general corporate tax of 25% instead of the personal income tax level for high-earners, which would be signficantly higher.

if a company pays "exorbitant salaries and bonuses" to people who don't deserve them because of their lack of skills or achievement, then we can expect it to be headed for losses or even bankruptcy after only a short time. People who earn large salaries do so for a reason most of the time, and where this is not the case, the market punishes irrational corporate wage policies.
