This bill reforms the government's opinion on the ownership of private automobiles.

A recent poll [1] shows that 80.1% of Voronans are against the current laws on private car ownership, and that 29.5% of Voronans would prefer both petrol and ecological cars be allowed, with tax incentives on ecological ones. This is the majority of people, as this is compared to 27.6% having no regulation and 12.2% only allowing private cars.
