A BILL to decentralise the management of museums to the Crownlands and Gemeinden in order to promote local initiatives within a national framework.


BE IT ENACTED by Her Imperial and Most Illustrous Luthoran Majesty, Kaiserin Josephine of Hulstria, and His Imperial and Heavenly Majesty the Hosyu Emperor, Go-Kurosawa of Gao-Soto, by and with the advice and consent of the Imperial Diet and the Länderrat of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows-
ERLASSEN vom Ihrer Kaiserliche und Erlauchte Luthoranische Majestät, Kaiserin Josephine von Hulsterreich, und Seiner Kaiserliche und Himmlische Majestät, Hosyu-Mikado Go-Kurosawa von Gao-Soto, vom und mit Rat und Zustimmung des Reichstages und Länderrates Hulsterreichs und Gao-Sotos, in Kien versammelt, und auf Autorität des gleichen, wie folgt-

1) Management of Museums
(1) Museums may be operated by the government or by private parties;
(2) Excepting those museums deemed of national importance by the Minister of Education and Culture, the management of museums and decisions on their operation and financing shall be left to the Crownland Governments and Gemeinden.

2) Earmarked Funds for Museums
(1) Their Imperial Majesties' Government shall, in its budget, reserve money for the purpose of running museums not excepted under 1(2), following consultation with the Länderrat and the Crownland Governments;
(2) Crownland Governments and Gemeinden shall report to the Minister of Education and Culture on the funds needed for the operation of museums in their areas; the Minister of Education shall then allocate funds to the Crownlands and Gemeinden based on the formula established by law;
(3) Two-thirds of the funds in the Museum Fund shall be reserved for the Crownland Governments, who may, if they so wish, delegate their use to certain Gemeinden; the remaining one-third shall be reserved for use by the Gemeinden; should a Gemeinde cease to use its museum funds allocated under 2(2), they shall revert until the next allocation to the Crownland;
(4) The allocation of the two separate parts shall be based on the number of museums in a number of categories (art, scientific, social. natural and historical), Crownland population and museum visitor levels; if the amount provided by the formula should prove insufficient to such a degree that it would dramatically impact upon the operation of museums, the Minister of Education and Culture may, conditional upon promises of reform, adjust the allocation for that particular Crownland.
(5) The funds allocated to each Crownland or Gemeinde may be used to support publicly-owned or privately-owned museums; and their use shall be reported to the Minister of Education and Culture.
