WHEREAS

- Every person, criminal or citizen, deserves to be treated in a humane and fair manner.

- The use of torture is inhumane, intolerable, inexcusable, and unacceptable

- Results from torture techniques are rarely valid, and create "enemies of the state"

THEREFORE

1. No official with the Federal Union of Gaduridos may apply techniques of torture or pain on any citizen of the Federal Union of Gaduridos, or any captive or criminal under the custody of the Federal Union of Gaduridos.

2. The use of torture techniques or the use of pain for information gathering is considered a capital crime by any individual who is either (a) a Gaduridos citizen or (b) on Gaduridos soil or (c) working on behalf of the Federal Union of Gaduridos.

3. No official of the Federal Union of Gaduridos may use information from any source, domestic or foreign, that was gathered from means of torture or pain.

MessageMr. Speaker,

I would like to express my concerns with this bill. While in most circumstances it is unnecessary to use torture to obtain information, we firmly believe that the government must reserve the right to torture suspects in circumstances where information is essential to ensuring the safety of the public. When widespread destruction and loss of life could otherwise take over the nation, we must have torture as a weapon in our arsenal to prevent this from happening.

MessageMr. Speaker,

We recognize the concerns of the Conservative Party, but there are some fundamental flaws with that argument. Primarily, the use of torture does not mean accurate information received. Torture will induce the victim to say anything to stop the pain, and simply create unnecessary leads for law enforcement agencies to run around and chase during potential times of emergency.

We do have a weapon in our arsenal, its called interrogation. If we reduce ourselves to the levels of torture, we are acting no better than the men and women who conduct or wish to conduct those horrific acts of terrorism. It is our responsibility as a state, as a leading force of freedom and safety in Terra, to hold ourselves to a higher level than those of our potential victims.

MessageMr. Speaker,

By using torture in extenuating circumstances, we are not reducing ourselves to the level of people who commit acts of terrorism, rather we are using a method that can save thousands of Gaduridian lives. Imagine that a known terrorist has planted a bomb in our capital city. We are then able to capture him and we have him in custody, but rather than concealing his guilt, he brags about the explosion that will result from his bomb, and the magnitude of human suffering it will cause. We need him to tell us how to disarm the bomb, but he is unresponsive to our interrogation techniques. With time running out, we still have one option that can save mass destruction from breaking out, and that option is torture. The Conservative Party is by no means advocating the use of torture, but we believe that the government must reserve its right to use this practice in emergency situations.
