This bill looks to greatly reforming the parliament, de-ratifies many treaties and expands the people of Dolgaria's horizons to a brighter future.

This bill also hereby changes Grand Duchies into states. ("Grand Duchy" to "State"). This bill further modifies the name of the "Empire of Dolgaria" to "The Union of Dolgaria". This bill additonally decrees that "Karlis" becomes "Karlis, FCZ" with the formation of the Federal Capital Zone.
