involvement in efforts aimed at protecting and preserving national heritage should not be monopolized by the government. This reform will make sure that civil society and local communities regain control over these issues.

Culture is not a private property, but something that belongs to all of us and ultimately to our children. Although we would welcome more private efforts to preserve cultural and historic heritage, and the policy of Herr Egli while in office has always been such, we think it is vital that the national government remains a partner in this, although on an equal basis. If civil society does not make the choice despite all our encouragements, it would be morally wrong for us to let such important heritage be lost.

who, if not civil society, should have the final say over what constitutes the concept of "public interest"? Certainly not politicians, at least not if we don't wish to confirm the allegations of elitism that have been made against our parties regularly in recent years.
