Message | Article 1 seems acceptable to us. As for Article 2, we believe that by subcontracting semi-military control to private groups--obviously under the supervision of the government--we are offering a more effective way for our Military to develop, as these groups have better conditions to invest and work on research and technology. The government has to divide the attention and the money among all other sectors meanwhile a company will focus on only one sector and work on it, which one do you think will get the most productive result?
