MessageArticle 4 seems pretty resonable to us, but it's the only one we agree on this bill. Article 3 seems negotiable and maybe Article 1 as well. Article 2 is unacceptable.

MessageWe are willing to drop Article 2 and change articles 1 and 3. Article 3 can be changed to allow an opt-out option for students if they so desire. For Article 1, we propose that it can be amended to allow the local governments to develop and fund higher education.
