Maintenance of libraries is expensive, and it is also expensive to keep records of all public libraries. It would be more efficient to leave the operation of libraries to the private sector, where a librarian can apply for a contract to operate his/her own library, or an institution can apply for a contract to operate its own library. This creates business and job opportunities, as the efficient libraries will remain in business and the inefficient ones will close themselves after losing money over time. It is hard to keep a record of which of our public libraries are efficient. It is also cheaper for the government, to keep a stack of contracts, than it is for us to keep a building full of files reporting how our libraries are doing. Private libraries would still be regulated. A private company may easily lose its contract if it violates it. |

Message | Mr. Speaker, we are afraid that the standard with private libraries will on the contrary be less than it is right now. If citizens have a complaint about a library, we investigate that and we take action. We can almost eimmediately solve or at least try to solve the problem. With a private library, we need to investigate, we need to interpellate and then we need to reassure that something effectively has been done to avoid or solve the problem. It seems to be a bureaucratic way of work to me. Let us keep it simple... Vince Urbain P&A |

Message | Mr. Speaker, In the event that there is a problem with a private library, we will have no need to reassure anyone that something will be done to avoid or solve the problem in the future. We simply threaten to cancel that library's contract unless it fixes the problem. It is actually more bureaucracy to fix public sector problems, because we're the ones doing the fixing.
