No civilised, democratic nation should ever consider sending armed troops to kill its own people. If there was ever widespread violent unrest, this would suggest that the government had lost all legitimacy, and the use of the military in such a situation would be deplorable.

This being the case, we propose the logical step that these values are enshrined in law.
