According to the Cultural Protocol of Cildania (http://classic.particracy.net/viewbill.php?billid=405815), the national languages are Phoenician (in Hebrew script), Berber languages, Hebrew, and to a small extent, Latin. This bill will offer a guide on naming characters belonging to each of Cildania's main ethnic groups.

1. Cildanian (Phoenician)

There is a relatively large number of preserved Phoenician and Punic first names. For surnames, I suggest two systems: either <bin> (if male) or <bitt> (if female) + <male first name>, or the use of random common words in Phoenician, especially words denoting professions.

2. Hebilean (Berber)

Since Berbers generally have Arabic surnames, I suggest that Hebilean characters have a Berber first name as their surname, or, to show the cultural synthesis that characterizes Cildania, they could also use Cildanian surnames, as outlined above.
