By order of His Majesty Sultan Khalid:

This decree lays out the composition and organisation of the Government of the Sultanate.

Section 1
The Government shall be made of up of 12 Ministers and 4 Ministers of State, acting as advisors to the Sultan. Each minister shall head a department known as a Ministry.

Section 2
Each Ministry shall be led by a Minister and he shall be assisted by a Deputy Minister. There shall be four Ministers of State heading the departments of Shura Affairs, Political Affairs, Religious Affairs and Natural Resources. Theese shall only attend Cabinet when relevant (to their brief) issues are deliberated on.

Section 3

The King as Prime Minister shall supervise the work of each Ministry, appoint and dismiss ministers by royal decree and determine general policy to be followed by all Ministers. He is also free to appoint as many Ministers as he deems necessary.
