| By order of His Majesty Sultan Khalid: Following up on the previous attempt in the old Emirate: http://classic.particracy.net/viewbill.php?billid=388868 Section 1 The Mutaween shall be made up of 7.400 stipendiary members. Volunteers are welcome and shall receive all necessary equipment and daily allowances from the Treasury It shall report directly to the Sultan. Section 2 The Mutaween is charged with patrolling the streets of the cities and towns of the Sultanate. It shall unlimited powers of arrest with regards to those caught breaking Queranz law. All manner of punishment recorded in Quernz law are to be applied whenever necessary Section 3 The organisation shall be led by a Commissioner appointed by the Sultan and he shall report directly to the Sultan as well. The Commissioner shall have direct religious policing authority over the city of al-Kasraj. Section 4 Each of the five Muhafaza shall retain its own separate organisational structure with a Regional Commissioner appointed by the Sultan. The Regional Commissioners shall report to the (national) Commissioner and follow his directions in policy. Section 5 There shall be no right of appeal to the decisions of the Mutaween other than to the Sultan's Office of Majlis (Petitions) and only in exceptional circumstances. July 1, 3651 |
