Herr Präsident,

I am sure the House will be acquainted with the findings of the Sozialmonitor. They are tragic - even moreso, they have very clearly given us a task. Poverty is a great tragedy in the life of many Crownlanders who work day and night and can barely subsist - it degrades labour and worst of all, it degrades people. Public services in disadvantaged areas are often alarmingly worst where they are needed most. Desperation turns people to crime and endangers the safety on our streets.

We need immediate action against poverty, Herr Präsident, something this government has been far too indifferent to. I ask the House today to open the windows and look beyond the Reichstag complex to all those neighbourhoods across the country where people, for all the talk of making something of your life, fail to make ends meet. We are their representatives as well, and we should legislate for them. That is why I propose today to reinstitute a social minimum wage at a level sufficient to return human dignity to the poor and ease their plight.

I certainly do not wish to question the undoubtedly noble motives behind this bill, but the minimum wage will do nothing to alleviate poverty, because it will hit those hardest that it seeks to help - the poor and very poor, who often lack the professional skills required to find a job with a satisfying salary. However, pushing them out of the workforce altogether by making it completely unprofitable for entrepreneurs to employ them is certainly not a viable option. Continuing to work toward a favorable business environment is the best way to fight poverty and neediness, and we do not rule out further tax relief to realize this aim.

Why must the LBU always reduce everything to mere calculus? Herr Hilgers just said it, no matter how noble his introduction sounded: in the end, he is choosing the balance sheet over human dignity and large enterprise over hard-working Crownlanders who struggle to make ends meet.

After all is said and done, the truth is this: Herr Hilgers and his party do not think that making work pay enough to maintain a dignified human life for your family is worth inconveniencing businesses. He is being very cynical - I put it to him that there are business-owners and economists who believe in the idea of a living wage for its economic as well as for its immaterial benefits.

Perhaps it is time Herr Hilgers should visit one of those districts, finally looking out of the window so to speak. We have had years of tax cuts on which the LBU prides itself, but poverty has only increased. Does he seriously suggest that more of the same is going to help?

what her Stolcker is trying to do here is distracting from economic reality with his bleeding-heart drivel. Using rational calculation to address matters of economic policy is not cold or heartless, but a necessary condition for making sound policy decisions that may not always please sentimentalist insticts, but will deliver the better results in the long run. His ramblings about dignity and immaterial values will not console the angry young men in our inner cities who struggle to find a job, a task which would be made even more difficult for them if the HDV's wage policies were implemented. Putting them on the dole instead will not give anyone their dignity back, quite the contrary, it will make them feel unwanted and rejected by society.

Herr Hilgers himself noted that the problem for these "angry young men" is education. Yet the Sozialmonitor also casts doubt on the quality of education in many disadvantaged areas. Of course we would, in tandem with the increase in the minimum wage proposed here, invest in better education for our children. I think that raising the school leaving age would decrease the chances of underqualified young people getting out of our education system but having trouble getting into the labour market.

But that is not the matter at hand here, Herr Präsident. Herr Hilgers has still not answered my question. Is he seriously suggesting more of the same is going to help?

Herr Stolcker is right to note the importance of education, however what is needed is not solely more government spending, but further enhancement of school choice policies encouraging competition among education institutions, so that pupils from difficult areas are not forced to remain stuck in failed schools.

That only moves the problem - or more precisely, it moves the success and leaves the problem. Doesn't Herr Hilgers see that his plan is a recipe for a fatally weakened school system in those areas where, for the sake of social mobility, they should be strongest?

certainly not, because once schools must directly respond to the satisfaction of parents and pupils as there is more competition in the field of education, their incentives for striving for excellence and continuous improvement will increase.
