A BILL to place a duty upon all individuals under the age of 20 without proper qualification to attend an institute of education, and for connected purposes; BE IT ENACTED by Her Imperial and Most Illustrous Luthoran Majesty, Kaiserin Josephine of Hulstria, and His Imperial and Heavenly Majesty the Hosyu Emperor, Go-Kurosawa of Gao-Soto, by and with the advice and consent of the Imperial Diet of Hulstria and Gao-Soto, at Kien assembled, having observed the Constitutional rights of the Länderrat, and by the authority of the same, as follows- ERLASSEN vom Ihrer Kaiserliche und Erlauchte Luthoranische Majestät, Kaiserin Josephine von Hulsterreich, und Seiner Kaiserliche und Himmlische Majestät, Hosyu-Mikado Go-Kurosawa von Gao-Soto, vom und mit Rat und Zustimmung des Reichstages Hulsterreichs und Gao-Sotos, in Kien versammelt, mit Beobachtung der Verfassungsmäßige Rechten des Länderrates, und auf Autorität des gleichen, wie folgt- (1) It shall be a duty for all individuals under the age of 20 not in the possession of a proper education starting qualification recognised under law to attend an institute of education until they turn 20 or shall be in the possession of a starting qualification; (2) For the purposes of this enactment, a "starting qualification" shall be defined as a higher- or middle-level diploma of secondary education or any certificate of professional education. |

Message | Gicho-sama, I am glad that the government agrees with the assessment presented by my colleague Stolcker-sama that one of the root causes of poverty, unemployment and crime is a failure of education and lack of proper qualifications. As the House will be well aware, the leaving age currently stands at 18 - but I think that in the current problems we see a case to raise the leaving age. After all, many of the "angry young men" as the Staatsminister described them are school leavers who, after playing truant, decided they wouldn't bother with school. Now, without qualification, they're reaping unemployment. The HDV believes that we should send these people an unequivocally simple message: if you're not qualified, you belong in school. By raising the leaving age for people without a qualification that attests to skills they can use on the labour market, we are making sure less people leave school without one, and therefore that less people are tragically left behind on the labour market they entered in haste. Message | Herr Präsident, these people want to work, not go to school, and we remain committed to retain the less restrictive school leaving age implemented by this administration. It's not their fault that there are difficulties finding a proper job, it's because there are still too many obstacles in the way for entrepreneurs to employ more workers. Our minimum wage laws require employers to pay a single worker a wage allowing them to support a family of four, which is excessive for young workers simply seeking a salary allowing them to subsist on their own, at least for the first few years until they have collected more experience and developed better skills. Raising the school leaving age is therefore not the right way to tackle this problem, but reconsidering wage laws and additionally further developing existing schools attended by pupils until the age of 18, such as the vocational schools established by this administration specifically for this problem.
