| His Excellency the Sublime Lord: Caliph Bandar bin Ahmed so orders: Anticipating the opening of a field office by the Majatran Agency for Human Rights in al-Kasraj, we should make secret preparations to manage this delicate situation and profit from it. Article 1 The Mutaween is ordered to suspend its operation from the day that the MU officials land here but are ordered to keeping sending hints to the faithless. Article 2 All forced conversions and vigils outside the homes of infidels are to be stopped. Article 3 Known troublemakers are to be kept out of the path of MU officials, only devout and trusted people are to be presented to the Mu officials during inspections. Article 4 We shall suspend all restrictions on speech and self expression and let the foolish ones speak as they see fit. The Interior Ministry is to keep a record of all who defame or insult the Caliph, his ministers, religious officials. This is to be securely kept Article 5 The Interior Ministry is ordered to devise plans to restrain the foolish ones and punish them once this charade is done. We surely shall draw out more hidden traitors though this maneuver. Article 6 This is a TOP SECRET Decree.
