Preamble:
An act to promote and encourage Rutanian art and culture through funding and media broadcasting content quotas.

Article 1:
1) Radio broadcasters shall be required to broadcast a minimum airtime quota of 40% Rutanian content, including music and radio show content, per annum.
2) Prime-time programming must meet a minimum 40% airtime quota for Rutanian Content.
2.1) Broadcasters which program Rutanian Content in excess of 55% of prime-time shall receive increased content credit in the rate of 1.25 hours for 1 hour of Rutanian content broadcasting.

Article 2:
1) Television broadcasters shall be required to broadcast a minimum airtime quota of 40% Rutanian content per annum.
2) Prime-time programming, defined as from 18:00 to 0:00 must meet a minimum 40% airtime quota for Rutanian Content.
3) Broadcasters which program Rutanian Content in excess of 55% of prime-time shall receive increased content credit in the rate of 1.25 hours for 1 hour of Rutanian content broadcasting.
4) Broadcasters which create productions of culturally significance such as dramas, cultural programming and documentaries, shall receive an increased content credit in the rate of 1.25 hours for 1 hour of broadcasted content in non-prime hours and 1.5 hours for 1 hour of broadcasted content in prime-time hours.

Article 3:
Rutanian music content shall be eligible so long as it meets a minimum of three of the following criteria:
-Sung principally by Rutanian Citizens
-Lyrics written entirely by Rutanian Citizens
-Music composed entirely by Rutanian Citizens
-Recorded wholly in Rutanian
-Perfomed (and broadcast live) in Rutanian

Rutanian media (non-music) shall be eligible so long as it meets a minimum of three of the following criteria:
-Program's primary figures are Rutanian
-Production occurs in Rutania
-Program is written entirely by Rutanian citizens
-Program is directly produced by a Rutanian broadcaster
-Production performance occurs in Rutania
-Production's recording occurs in Rutania
-Production content portrays Rutanian subjects and culture
