To allow businesses and workers to come to their separate terms of employment and thereby increase the prosperity of the Razamid Caliphate, thus enhancing the glory of His Excellency the Sublime Lord Caliph Mukrin bin Ahmed, the Shura humbly petitions his Excellency to decree: - That only open shops shall henceforth be legal; - That employees shall henceforth be permitted to collectively bargain; - That working hours shall henceforth be determined by arrangements between businesses and workers through their representatives; and - That workers shall henceforth be no longer obliged to be members of unions. |

Proposal[?] to change Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs. All three are erected by union agreements. (Only valid if unions are legal)
