It is understood that some Lodamun-based companies may wish to take advantage of opportunities to manufacture part or all of their products, or site part or all of their services, overseas. Whilst appreciating that such overseas operations are subject to the laws of the country in which they are sited and are beyond the jurisdiction of the laws of Lodamun, such multi-national businesses should demonstrate appropriate social responsibility. In order to encourage companies to adopt working practices in their overseas operations which are equal to the standards set by law or by custom in Lodamun, they will be incentivised through negotiated discounts relating to tax, excise, import and export duties. Companies applying for ICSR Discounts must pledge commitment to: 1. The right to freedom of association 2. The elimination of child labour 3. The elimination of forced labour 4. The elimination of compulsory labour 5. The elimination of discrimination in employment To achieve ICSR Discounts companies must demonstrate that their overseas operations provide: a. Fair wage levels b. Safe working conditions c. Adherence to the five pledge commitments Amendments: i." Demonstration of compliance" includes companies being open to monitoring by international non-governmental organisations compiling reports for government attention. ii. The term "safe working practices" shall be defined as being in accordance with the domestic laws of Lodamun. iii. "Fair wage levels" shall be defined as Lodamun equivalence calculated against the local cost of living in the relevant country. |

Message | Very, very good. One suggestion though. There are several corporations that have a large Lodamunian presense but are not based in Lodamun. They would conveniently be able to do as they please. These companies must also be monitored, so legislation should encompass them as well. |

Message | The Amystian Council seems to believe that businesses are so untrustworthy they should be considered guilty until proven innocent. If it was found that a company had made false claims it would be in breach of this bill, as well as guilty of fraud, deception and theft. I guess we could use the same agency that's investigating whether people who claim state-funded legal representation are truly below the "poverty line" or just telling porkies. |

Message | The environmental regulations are enforced through trusting businesses to report accurately, and monitoring with occasional spot checks by government inspectors. The enforcement process should be the same on this, with occasional spot checks and the companies being committed to be open to monitoring by international non-governmental organizations who could bring their reports to government attention. The CCF will of course support this bill. |

Message | We have included three amendments which we believe address issues raised by the Amystian Council and the Cooperative Commonwealth Federation in the original form of the bill. After consideration of the points raised by CNT/AFL we propose to bring a separate bill at a later date. This will allow more time to consider incentives which maximise opportunities for inward investment. |
