Mr Speaker,

There have been vast ethnic changes in our nation and in Cobura. With the subsequent rise of ethnic tensions, the new Government of Cobura has asked that the Federation accept ethnic Augustans and others and in exchange they will accept ethnic Mallans and others. The ZPP recognizes the dramatic importance of this matter to everyday people. We ask our fellow Congressmen to thoroughly debate this measure.

ASEA-
1. The Federal Zardic Treasury shall authorize the one time payment for Augustan and other designated ethnic groups who move from Cobura to Zardugal a non-taxable payment of 2500 ZAR.
2. Any person in a Designated Transfer Ethnicity (DTE) shall be eligible to not pay personal income tax below 45,000 ZAR. A half rate applies to incomes above that.
3. For all businesses that relocate to Zardugal from Cobura and count among at least 50% + 1 of the ownership a DTE, a 2 period of paying only one quarter of the corporate tax rate (if applicable) is hereby authorized.
4. Full permanent citizenship is offered to DTE's who stay in Zardugal for 4 years and have proof of continuous residency.
5. All Designated Exchange Ethncites (DEE) who are moving to Cobura will be exempt from personal income tax and be given a one payment of 2000 ZAR to settle in Cobura.
6. No Zardic official in any level of government can force the removal of a DEE.
7. Dual citizenship will be offered in a process agreed to with Cobura.
8. The Minister of Education and Culture in conjunction with the Minister of Internal Affairs and Minister of Foreign Affairs will work to identify DTE's and DEE's and facilitate their transport.

We take issue with the costs of this measure. If we are to pay 32,865,007 Coburans to move to Zardugal a payment of 2500 ZAR it would come out to about 82 BILLION ZAR! Even a half or quarter of that number would be too much in our opinion. Where could we draw the funds for this in our already tight budget that can't even afford nationalization of the power grid. Something that would help CURRENT citizens. Are we also paying Zardic Citizens to MOVE out of the Federation to Cobura? How many more billions is that? Why are WE shouldering all the financial's for this move that is prompted by Xenophobic Coburans? Or am I misunderstanding what is going on here?

What about housing? I doubt we currently have the housing options available to house 32 million new people suddenly. Will they be in what are essentially refugee camps? Breeding crime and corruption among unsavory living conditions?

I hate to be a stick in the mud, but my party has serious concerns about the logistics of this and until those questions are answered we consider this an ill - advised pipe dream.

The prospect of population exchange is an unfortunate and drastic necessity, but a necessity nonetheless. The aftermath of the fall of the Augustan Empire has exacerbated ethnic conflict and violence in both our nations, and while both our governments offer guarantees for the protection of minorities, we fear that this is simply not enough to stem the tide of ethnically-based extremism. The millions of Mallans and Irkawans living in Zardugal had to experience rule by an Empire that denied their fair access to power, while they and their brethren from Cobura had to bear the burden of giving their lives for the same Empire; do you think they are pleased now that, while the Empire is gone, they have to face the prospect of a permanent minority in a nation that neither wants them nor can protect them? And do you believe that the Augustans in Cobura, who until recently reigned over the whole continent together with their brethren in Zardugal, are satisfied with their sudden loss of power and will peacefully accept the new democratic government in Cobura?

It is a sad reality that the answer to those questions is negative. But from such crises new opportunities can emerge. The rich and educated Augustans in Cobura can easily repopulate the war-torn northern regions of Zardugal and restore the destroyed cities of Belgae, Zardopolo, Kostandian Bay, and Sebastopolo, wiped out by Temrkai Khan's hordes, while the Mallans and Irkawans in Zargual can find a new home in Cobura, for too long subject to ethnic cleansing and discrimination at the hands of the ruling Augustan elite. Although the task of exchanging so many millions of people is a daunting and nigh-impossible task, the fruits of such undertaking will soon become obvious as the spectre of ethnic conflict that has haunted our two nations for centuries will finally be put to rest.

This over the top hyperbolic serves no ones interest! We will be saving people from possible ethnic tensions and trouble and I hear about this? Further, the UNA is daft to think that either the ZPP or the Peoples Front in Cobura think this will occur immediately! This will be a decade long process of resettlement and reorganization. This is NOT racist and we will be working to secure a more stable and peaceful southwest Majatra!

I fail to see the hyperbole. Is it so out of the realm of possibility that the members of the ADL and my party could disagree drastically with the ZPP proposal and assessment of the situation. The ZPP have failed to answer the important questions and once again fall back to vague soundbites for the 24 hour news cycle. We have serious concerns about the financial and social implications of this plan. Perhaps we could come to agreement on some different measure , but modern nations don't just get to ship off "undesirables" because they can't "get along" to bluntly simplify the situation. The fact that this was even brought before the floor gives me great concern about the judgement of our current Foreign Minister and even greater concern about a neighboring government who can't control its own people and would rather ship them off than enforce the rule of law in its nation and protect each and every one of its citizens no matter their ethnicity.

We also wish for some clarification on the issue of citizenship.

In the text of the treaty it states

"Article II:
All emigrants shall automatically lose their citizenship of the country they are departing and receive the citizenship of the host country upon arrival."


Yet above points 4 and 7 seem to contradict this.

Population exchange is a frequent, if drastic, solution to ethnic conflict in the modern age. If one's citizens really cannot "get along", then the only civilized solution is to "ship them off", sadly. Needless to say, if this proposal is not approved by both our nations in a relatively timely manner, we cannot guarantee the security of our Augustan citizens nor the restraint of more extremist elements in our government that see in the dissatisfaction of Mallan and Irkawan citizens in Zardugal an opportunity to expand Coburan influence. We sincerely hope such disastrous outcomes can be avoided.

I wasn't aware Mr. Hamklle was a member of our Federal National Congress. Perhaps he could leave us to debate the issue at hand and not interject. To respond to his statements though perhaps if his government can not guarantee the safety of it's citizens, which in turn would jeopardize our citizens , a show of force by the Federal Armed Forces may be necessary to take control of the situation. Strictly for humanitarian reasons of course.

The UNA is being totally bombastic and blowing the situation totally out of proportion. There is a variety of ethnic troubles on our southern border. In order to resolve them, we are proposing to let in ethnic Augustans and allow and facilitate the leaving of ethnic Mallans and Irkawans. This is the best way to diffuse the crisis without resorting to war which we seek to avoid at all costs but are prepared to do.
