MessageMr. Speaker,

The LSP is a solid supporter of the rights of local governmental determination. We recognize Rutanians long standing support for devolution of powers among the provinces and cities of our great Commonwealth. We do not find this proposal in opposition to that determination. What we seek, and what we hope the larger parties of Rutania will see, is that the role of the federal government is to guarantee the rights of its citizens. One of the most fundamental of rights is that of suffrage. What we seek here today, Mr. Speaker, is a guarantee that local mayors are selected by their constituents in a free and fair vote and that practices that disenfranchise the people are forbidden.
