Description[?]:

Too much devolution has led to inconsistencies. Elders are being forced to move because of restrictive inheritance laws in one state, but not the other. Industries in the same sector have difficulty competing with others in different states because of regulation. Farmers planting soyabeans in one state receive massive subsidies, while they receive none in another, even if they are only a few kilometers across the border. This makes no sense. It is time to harmonize legislation.
