Description[?]:

In order to ensure a continuancy of leadership,
in lights of http://classic.particracy.net/viewbill.php?billid=387843,

we, Presidium of the Great Democratic Republic of Lodamun, declare that
if in case the President would find him/herself in the impossibility to rule
the vice-president will be acting President of the Republic untill a new President has been assigned.
In case there are several vice-presidents, the first vice-president will become acting President. If no pecking order has been determined, the vice-president of the largest fraction will be the successor.

When there are no vice-presidents, the Minister of Foreign Affairs will perform the Presidents duties untill a new President has been assigned.

If another President needs to be appointed, the party that was providing the President can propose a new President. Eventhough, the departments are not te be reshuffled. A personnel shift would remain possible for obvious reasons.

For the record: an acting president has a mostly protocolary role. He/she is not entitled to speak right.

MessageMr. Speaker,

While this makes perfect sense, we are not sure whether we will support it or not. Without a President, Lodamun's political system can still function with the MPs collectively exercising Presidential authority. Still, the Presidium's priority would usually be to elect a new President, which would take a few months, and the bill would make sense for an acting President during that time. I guess we will support it. We want to hear what the other parties have to say, first.

we might find a consensus here. By law the president speaks right. We could put this in the bill that an acting President does not have these powers.
