The Conservative Alliance is humbled to bring the Freedom of Innovation in Cosmetics and Science Act (FICS Act) to the Presidium.

WHEREAS

- Current legislation is unnecessarily aggressive to innovation and testing in the cosmetic and similarly aligned research area.

- Innovation leads to new products and better economic success for this vital portion of the economy.

THEREFORE

ARTICLE 1. ANIMALS IN COSMETIC RESEARCH

A. Animals are allowed in cosmetic research under purview of regulations set out, and enforced, by both the Ministry of Science and the Ministry of the Environment.

B. These regulations are hereby referred to as the Animals in Cosmetics Regulations.

ARTICLE 2. ANIMALS IN MEDICAL RESEARCH

A. The license required for animals in Medical Research is hereby scrapped and the database erased.

B. The Ministry of Health will work with the Ministry of the Environment to come up with a universal set of regulations to enforce standards on the use of animals within Medical Research.

C. These regulations will hereby be referred to as the Animals in Medical Research Principles.

ARTICLE 3. IMPLEMENTATION

A. After passage of this Act, the Ministry of Science, Ministry of the Environment and the Ministry of Health will be given 6 months to adequately plan and institute the changes referred to within this legislation.

B. The legislation will come into effect 9 months after successful passage through the Presidium.

C. The Technology Council of the Presidium will have a session after the successful passage of this Act through the Presidium to designate and affirm the regulations within.

we are in favor of the second article.
The first article could do for us aswell.
We only wonder: if this bill passes, do we not get carte blanche concerning regulations?
We suggest we discuss some of the regulations before passing to vote.

Also, we see no need to erase the database.

MessageMr. Speaker,

we could already do some brainstorming about what animals can and cannot be used for research.
Also, we believe these animals should be kept away in closed facilities to prevent any hazard for our citizens.
A team of controllers should be able to inspect any facility whenever they want, checking the wellbeing and treatment of the animals and checking procedures.
Question is, what happens with the animals afterwards? Do they get killed?
I'm looking forward to any input from the colleagues present.

MessageMr. Speaker,

We fully agree with the Honourable Minister of Science and Technology; the need for regulations is still necessary, but should not be daunting or aggressive in its limitation of innovation. We feel it would be best if the Minister had the Ministry of Science of Technology, along with colleagues from the Ministry of the Environment, create the regulations.

As to the database, we feel it should be scrapped as to rectify the unnecessary holding of information by the government. It creates an unfair atmosphere of the government having records of previously licensed researchers whereas new researchers would not be in the database and therefore create significant data gaps.

As per the questions posed by the Honourable Internal Affairs Minister, we feel that the animals used should be kept in a list, but one updated by the Ministry of Science and Technology, in conjunction with the Ministry of the Environment, as the research might change or bring to light new methods of testing new animals. The details we believe are best handled by the Ministries mentioned in the legislation.

We could have a meeting of the Environmental Council, or the Technology Council, to discuss the matters. There needs to be wide legislative input, not just input from the government. That is what our committees have ben for.
