The Conservative Alliance is proud to bring the Comprehensive Proper Enforcement and Policing Act (CPEP Act) to the Presidium. WHEREAS - The Great Democratic Republic of Lodamun recognizes the explicit and integral difference between the police and our paramilitary organizations. THEREFORE ARTICLE 1: RIGHT TO ASSEMBLE - SINCE TERMINATED FROM THE ACT A. Civilians may assemble in any situation except for under a State of Emergency; wherein police have powers to remove assemblies. ARTICLE 2: POWERS OF ARREST A. Civilians may not be arrested unless police have proper due consideration of the citizen having committed a crime. ARTICLE 3: PATROL A. Police may only patrol public areas and are authorized to act in said areas only, unless given warrant powers under a recognized court to enter a private area. ARTICLE 4: POWERS OF SEARCH - SINCE TERMINATED FROM THE ACT A. Police may search a suspect who is considered to have either committed a crime or is likely to commit a crime, and under which case they must have a warrant. B. Police may search any individual if a threat to life is present or may become imminently present and inadequate time is given to contact a recognized court. ARTICLE 5: TORTURE - SINCE TERMINATED FROM THE ACT A. Police are not able to torture any citizen without a warrant from a recognized court. ARTICLE 6: CIVILIAN PRIVACY - SINCE TERMINATED FROM THE ACT A. Citizens are given the express right to refuse private information to be given to police under any circumstance. ARTICLE 7: EXCEPTIONS A. Any recognized paramilitary is not affected by this Act and is exempt from Articles 1 through 6. B. This Act is considered suspended under any State of Emergency, wherein police assume the powers of paramilitary organizations. ARTICLE 8 ADDENDUM: TERMINATION AND VOID ARTICLES A. Articles 1 and 4 through 6 are considered void and terminated from this Act. They maintain no power of authority and no official declaration of intent. |

Message | Mr. Speaker, The Conservative Alliance is proud to bring this legislation to the Presidium. The police are not the prime investigative or enforcement body of power within our nation; that recognition lies with our paramilitary organizations. We therefore propose this Act that limits police powers to better give liberties to our citizens but does not harm the ability of paramilitary organizations to protect our nation. Message | Mr. Speaker, If possible we'd like to hear the opinion of the sitting Internal Affairs Minister on this legislation prior to submitting it to voting. We highlight the fact that at the moment the police are given a lot of power and sway in society and yet are unarmed.
