| The rebellious State of Sisula has by virtue of rebelling, incited greater anger in us. We will not suffer any insolence on the part of our subject and so propose to do the following - A complete blockade all around Sisula (except for its southern border with Vanuku. > The immediate prohibition of trade with any individual living in Sisula and any travel between Sisula and Barmenia. > The freezing of bank accounts of all Sisulans within our controlled territory. > The blockade shall be enforced by means of establishing 25 checkpoints around Sisula (except for the southern border) > Each checkpoint shall be manned by no less than 800 fully armed men each. > We transfer 70,000 to four bases in the vicinity of Sisula and place them on high alert. > The Ministry of Transport is directed to organise roadblocks on all roads leading out of Sisula into our Shahdom. > Any person who attempts to breach these security measures shall be shot dead on the spot.
