Article 2: The name of this organization will be the Sekowan National Civil Space Agency
Article 3: This organization won't be controlled by the military but by a Civil governmental committee.
3.1: This committee will work hand by hand with authorised civil non-profit organizations such as SETI.
3.2: No private profit organizations can be allowed to work with or within this agency to prevent comercial exploitation of space resources or data.
Article 4: This organization will have to grant freedom of information in any case to every citizen who asks for it. Government regulation can be executed in vital cases.
