The current organisation of national defence fails to take into account the diffuse nature of current security threats. Were we still living in a world where professional military and strict concentration of defence preparation in the hands of the government were sufficient to ensure national security the current reliance on the use of weapons of mass destruction as weapon of last resort (a posiibility which has been explicitly reserved in the current legislation) would be reasonable. However, as we have to develop the military in a direction that allows flexible and speedy reaction to different security threats, without turning the nation into a police state, we must implement some reforms in the areas of civil defence, defence industries, national service and weapons of mass destruction. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.

Proposed: No new buildings may be constructed unless they feature provisions for civil defence.
