The first permits a bit more say in the smaller provinces to help prevent them from being railroaded by the larger provinces.
The second give government a little bit longer to implement its changes before elections.

MessageThe first is really dumb. We should either cater to provinces equally or cater to a larger population you never should cater to a small population. The second is alright but I don't see a need for a change either.

MessageThe first does not favor the smaller provinces as much as equal proportions do.
It is basically by population with a slight favor for the smaller provinces at the price of the larger ones.
The smaller ones will not get more, or even as many, as the larger they will just be a bit closer then now.

MessageBoth this option and the current option assign seats by population. But you must favor either the smaller or the larger since you cannot perfectly assign seats by population.
