| Message | Both? The first permits a bit more say in the smaller provinces to help prevent them from being railroaded by the larger provinces. The second give government a little bit longer to implement its changes before elections. |

It is basically by population with a slight favor for the smaller provinces at the price of the larger ones. The smaller ones will not get more, or even as many, as the larger they will just be a bit closer then now. |
