Message | Mr. Speaker, The Union Study Committee has released the Public Health and Moral Conscience Act of 3693 which includes an article to address the healthcare system issue. We have decided to devolve power to local governments. They are, after all, the laboratories of democracy. We can see what works and what doesn't, and instead of having one federal government control the healthcare of 99 million people, we have the possibility of having five different state governments each manage the healthcare of 20 million people.
