Higher education in Telamon has tuition subsidies for students from families classified as low-income or poor. The current system fails to take into account that higher education is a considerable investment which often brings great financial rewards for the educated. It also leaves some disincentives for students from poorer backgrounds as the tuition still to be paid after government subsidy may deter them from entering university, as they can not be certain that they shall be able to pay back even the nonsignificant debts that they accumulate during their studies. This leaves the human resources of Telamon suboptimally distributed in the education system (ie. wastes the talent of the poor). To further develop the current system we should introduce a system of graduate tax that would take into account both the income of the family of the student as well as his earnings after graduation. |

Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
