| This amendment to the constitution: I. Shall expand the Boyarskaya duma to 300 members. II. Although this shall remain an elected body representing the interests and views of all nationals eligible to vote according to the constitution, eligibility for and membership of the Duma shall be restricted to members of the titled nobility and the offspring of living titled nobility. III. To convey the spirit of the Duma as a noble and financially disinterested body, members shall receive no remuneration or compensation for their legislative service. IV. To improve the quality of discourse and deliberation in the Duma, the proposal quota and maximum number of potential proposals shall be lowered. |
