With the recent spread of radical cults and treasonous anti-colonial beliefs, it becomes imperative that Sekowo guard her colonial empire. To achieve that, the local legislative assemblies and colonial governments of all colonies and protectorates are hereby abolished. Instead, each colony and protectorate shall be governed by a Governor-General (総督), appointed by the Empress upon advice of the Shushō. The Governor-General shall have full plenipotentiary powers in its territory under its rule, and shall be responsible solely to the Empress and the Kokkai. |
