Message | Mr. Speaker, The Shed Party would like to know the reason behind increasing the length of a term and limiting quota, as set out in Articles 1, 2, and 4. When we were first founded, there was a party known as the National People's Congress. While some may disagree with its Communist ideology, we personally saw more of a problem in how they had essentially established a perpetual government by slashing the quota and setting the term to 72 months. While we realize that this is being done to restore the historical laws under a monarchy, we cannot help but see this as a slippery slope which restricts the right of citizens to vote regularly. As for Article 3 (Official Title of the Assembly) and Article 5 (Number of seats in the Assembly), we will support those changes. |

Message | Mr Speaker, We propose the lengthening of the parlimentary term because we feel that two years is an inadequate amount of time for any elected government to implement the reforms it was elected to implement. Coupling the lengthening of a term with a limitation on the quota a party can introduce, we believe will create better governance within Hutori. With a lower quota, any government or opposition party will be required to put their foremost thought into deciding which aspects of the law they wish to change. It will force all parties to thoroghly consider the consequences of the change in law, and force parties to prioritise which reforms are more important. Generally we feel that these changes will ensure the governance of the nation is of a generally higher standard. Mr Speaker, we believe that a four year term is sufficient for all governments to do their duties which they were elected to do, and furthermore, a two year term may result in a change of government every two years and with such a high volume of reform it has the potential to destabilise the country both economically and socially. We realise that elections are an extremely important aspect of any society, but we believe their is a balance to be struck between elections and the stability government can provide. Mr Speaker, we are glad the member can agree upon Articles 3 and 5 and we await his response to our points. |

Message | Mr. Speaker, After much thought and consideration of your points, we are willing to support Articles 1 and 2 (regarding a change in proposal quota), and would be willing to support the bill in it's entirety on one condition. The Shed Party would like to establish a "Gentleman's Agreement" with the HCP that both parties will not propose legislation to alter the proposal quota or term length from the levels established in this bill; and will not support legislation proposed by any future political parties that would in any way alter the term lengths or quota limits set aside in this proposal. Mr. Speaker, the Shed Party believes this agreement is adequate to maintain a high standard of government and prevent any more drastic change to the foundation of Hutori's political system for as long as our parties are active. |
