| Upon graduation from high school, all Rutanians will be required to serve three years either in the military branch of their choosing or in a government-recognized and -approved non-profit organization. At the end of this term of service, men and women may opt to extend their service for four more years, or they may receive full-tuition reimbursement to earn their BA or BS at any accredited college or university in Rutania to which they gain acceptance. |

Current: All adults upon completion of schooling can be required in times of war to serve a term in the military.
Proposed: All adults upon completion of schooling must serve either a term in the military or a lesser paid term of civilian national service, at their option.

| Message | Mr. Speaker -- We believe that our youth are becoming lazy, governed, as they are, by too much indulgence by the state; recreational drug use has become more prevalent over recent years,and far too many of our children are dropping out of school and not obtaining advanced degrees for a variety of reasons. Young people hang out to all hours of the night in our cities indulging in far too much frivolity, and they do not seem to commit themselves to higher purposes. Specifically, we also see that our country, governed as it is, is currently steering our people away from the basic principles of patriotism and public service. We strongly believe that requiring our youth to enter into either military service or civilian non-profit service for the designated time outlined in this bill will revitalize our country's patriotism and focus all Rutanians on achieving a unified and purposeful tomorrow.
