We, Paul Murphy-Spaak, Minister of Defence and Elisabeth Murphy, Minister of Internal Affairs representing MIC hereby declare to have reached an agreement on the transfer of five maritime vessels from the Department of Defence to the Maritime Information Center. §1. The agreement shall be effective when ratified on approval of the respective authorities. §2. The vessels shall be disarmed on authority of the Department of Defence. §3. The vessels shall undergo all necessary modifications on authority of the Department of Internal Affairs. §4. The transfer of vessels will happen free of charge, since MIC is to assume some of the duties, previously performed by the Defence Department. §5. The vessels will be charged with monitoring and controlling the maritime domain, or part of the maritime domain, as determined in http://classic.particracy.net/viewtreaty.php?treatyid=14. §6. The vessels will be equipped with any necessary material to be set in as search-and-rescue platform. §7. Implementation of the vessels will be determined by MIC, with approval from the authorities. §8. The vessels, currently auxiliary vessels, shall be used as patrol- and rescueships, and shall therefor be referred to as Patrol ship 1 (P-191) up to Patrol ship 5 (P-195). §9. No budgetary revisions are required; the Ministry of Internal Affairs has calculated that the current annual budget will be sufficient to operate and maintain both of the vessels. §9bis. The Ministry of Defence has calculated that the loss of these vessels doesn't jeopardize its working. The vessels do not have to be replaced in the nearby future. §10. No budgetary transfers from one department to the other will be required. §11. The number of crewmembers to operate the ships shall be determined by MIC, but shall not exceed a number of 12 crewmembers per vessel per crew, knowing that at least 2 crews per vessel are required if we wish all of the ships to be operational at once. §12. This agreement shall be presented to the Presidium, where it shall be subject to a debate. §13. After hearing the debate, and after answering any questions, both the Minister of Defence and the Minister of Internal Affairs shall be given the opportunity to adapt this agreement (on mutual consent). This obviously took place the treaties and discussions etc before this parties formation at the will of a group of people who came together to form an alternative to this government.
