Provisions for Local government.

(I). Local government officials are elected by the people of their respective constituency. They are to be elected by one of the outlined electoral systems (see Article 2.) It is at the liberty of the council itself to determine the method of election and a change in electoral system cannot be forced upon the local governments by the national government.

(II). A. Local Government offficals may be elected by the following electoral systems;

1. Proportional election from party lists
2. Election by multiple-member districts
3. Election by a single multiple-member district
4. Election by lot from districts, single-member or multiple-member
5. Hereditary seats to not exceed 30% of the total size of the council in combination with another method
6. Seats granted by lifetime or term appointment of the mayor, not to exceed 30% of the total size of the council, to be used in combination with another method.

(ii). B. There shall be a membership of 125 Members of Local Government (MLG). Again it is at the liberty of the council itself to determine how they are elected/appointed. If the electoral system includes appointing unelected members to the councils then no more than 25 MLG's can be unelected.

(iii). The powers of the Local government are distributed by the Hutorian House of Parliament. It is at the liberty of Parliament to devolve powers and the councils may only implement given powers in the region they are responsible for.

(iv). All local councils are equal in terms of power and stature.

(v.) Beyond the provisions of this act, and the provisions of any mayoralty act enacted by this House, the Councils shall have absolute autonomy in their own constitutional affairs.
