OOC : this is a resolution. but we can play it as a law. I did not receive a single new quota since 3708, in total. more then 1 years and still did not receive any new quota.

OOC : italy has a law like this, Canada don't but they have anti-organised crime law.

IC : this bill will make it criminal, for anyone to be part of the mafia, or organised crime. and thus if we have proof someone is from Mafia, that person has already made a crime.

this resolution define a mafia as follow : Mafia is a type of organized crime syndicate that primarily practices protection racketeering — the use of violent intimidation to manipulate local economic activity, especially illicit trade; secondary activities may be practiced such as drug-trafficking, loan sharking and fraud. Being bonded together by a code of honour, in particular the code of silence (or omertà in southern Italy), safeguards the Mafia from outside intrusion and law enforcement action.

Senor President, what is wrong with me being part of the mafia,

I sell illegal drugs and unsafe to Gaduridos for the simple reason of filling my pocket with pocket,
I live by the corruption of Gaduridos Official
I organised collusion between the firms
I force restaurants and small business to pay the mafia tax or they will be burn out in a anonymous morning.

OK, to be more serious, it is normal for a big country such as Gaduridos to crack down on the source of corruption, the Mafia leave no befenicts to our people and netheir to our economy, the Mafia live by corruption and should not exist. we were not able to pass any law, but we can pass a clear message to the Mafia, the message that they are illegal.

MessageIt is not, we have no anti-Mafia law, nothing to stop them from growing and corrupting our politicians, and we have one of the largest economy of terra, so, the Mafia is here,

saying they are not here, is like closing your eyes in front of a crime, the Mafia is where money is, as simple as that, at the very least, being part of a mafia should be a crime.

We would like to remind the DLCP and Mr. Zalas that those crimes mentioned there are already crimes. However, this new bill will criminalise someone barely for having the wrong connections, or having the wrong police officer that day who has it in on you. We fear many citizens will be arbitrarily arrested if this resolution goes through the way that the DLCP and the PN wants it to. We urge the Minister of Justice to take this into consideration.

MessageHonourable Members of the Asamblea Federal,

While the Department of Justice is completely against this resolution, the Minister of Justice is still accountable to the Asamblea Federal and only holds an executorial role. As such, the Department of Justice will be implement this resolution completely within the scope of the law.

With the passing of this resolution, belonging to a mafia has been criminalised. However, the Department of Justice doesn't recognise this solely as a valid reason to issue an arrest. If there is enough evidence that someone does belong to an organised crime syndicate, then that can be brought upon as a secondary charge. In practice, the Department of Justice will not accept arrests being made solely on the basis of alleged mafia membership. The Department of Justice does, however, accept it as a charge, if enough evidence is present, after an alleged criminal has been charged concurrently with a crime that is explicitly stated in this resolution: protection racketeering, loan sharking, fraud, and illicit trade and drug trafficking.

This way, the Department of Justice feels that they can also protect the law from being misused, and at the same be able to completely implement the law.
