| Chapter I: Federal Public Service Academy Act Section 1. The FPSA shall be the main body through which the federal civil servants are trained for government duty. Section 2. The Chancellor of the Academy shall be appointed by the President of the Federation and shall serve 4 year terms. Section 3. The Academy shall consist of the following colleges and specialized centres: Sub-Section 1. College of Public Law --Centre for Constitutional Law --Centre for Human and Civil Rights --Centre for Justice and Courts --Centre for Prosecution and Legal Policy Sub-Section 2. College of Public Administration Sub-Section 3. College for Defense and Intelligence Studies --Centre for Information Systems Analysis --Centre for Defense Policy --Centre for Supply and Logestics --Centre for Strategic Planning and Tactics --Centre for Intelligence Studies --Centre for Defense Administration Sub-Section 4. College for International Relations --Centre for Foreign Diplomatic Service --Centre for International Law Development --Centre for Democracy and Human Rights --Centre for Inter-Governmental Organizations --Centre for Aid and Foreign Assistance Section 4. The FPSA shall be based in Belgae. Chapter II: Military Service Academy and Defense Education Act Section 1. There shall be four national military officer training academies. Section 2. The Zardic Naval Officer Academy shall be based in Kostandian Bay, the Army Officer Academy based in Venetio, the Air Force Officer Academy in Kitrinoro and the Zardic National Guard Officer Academy based in Hesperio. Section 3. Belgae will be home to the Zardic Defense University which is charged with providing advanced training above and beyond what is provided at the service academies to give the best training in all fields to our officers and senior enlisted. Chapter III: Ministry Organization Reform Act Section 1. All non-agency level governmental organizations designated as bureaus shall be changed to division to represent the broad level of their coverage and to reduce overlapping authority. Section 2. The Federation Government shall come up with an action plan no less than one year after the passage of this act to reform and reorganize further the various offices, departments and ministries of government to provide for streamlined service to the people. |
