| The House of the People declares that: Article 1 The President of the Democratic People's Republic and the Council of Commissars shall be granted the power to make decrees with the force of law. The Dahirs shall cover the following areas: > Creation of People's Commissions and Investigative Tribunals. > Creation of official regulations and such other rules regarding the government. > Creation of autonomous government bodies, agencies and departments. > Appointment of certain high ranking government officials and creation of government posts. > Determination of salaries, work conditions and > Orders regulating the conduct of local governments. > Declaration of qualifying individuals as Enemies of the Workers/People > Awarding of national medals to deserving individuals Article 2 Every Dahir has to be signed by the President, with a date provided for the commencement of its effect. Article 3 Dahirs may last permanently or for the period prescribed in the decree itself. Article 4 The House of the People may nullify a Dahir which unjustly encroaches into its area of authority or attempts to regulate it. Article 5 This Act shall have retrospective effect, legitimising all Dahirs issued to date. |
