Description[?]:

Creation of Special Forces units within the Army for the purpose of guerrilla warfare that would be exempt from all current and future bans on land mines or incendiary devices. However, they would not be allowed to operate within Rutainian held territory, except for the purpose of forcing and invading army out of Rutainian held land.Training would be conducted by both the Army and Intelligence Agency.

The ministry of Defense shall be responsible for arming and setting standards for the unit based on mental and physical attributes, and it, along with the Intelligence Agency and the President shall determine operations where the Special forces are used, as all three may require their services.

If the Parliament deems that the Special Forces should be disbanded by a 4/5ths vote in favor, the Special Forces shall be disbanded until the Parliament reactivates them by a simple majority.

I like the idea crafted here, and I would like to offer these friendly amendments to this bill:

1) The Special Forces Unit will operate under the sole joint discretion of the President and the Minster of Defence.
2) The Special Forces Unit will be no smaller than 100,000 and no larger than 150,000 people strong.
3) The training and cost of the Special Forces Unit shall be managed by the Ministry of Defence.
4) The Special Forces Unit will be granted access to military equipment at the discretion of the Ministry of Defence.
5) The Special Forces Unit can be dissolved at any time by a unanimous vote of the parliament.
