Dear Members of Parliament and the Rutanian people -- It has come to my attention that we have recently been shirking our duty when it comes to maintaining the rigor and poignancy of our scientific research programs. In accordance with the powers invested in my office, then, I am hereby setting the following agenda for the Ministry of Science and Technology in decreasing order of importance: 1) Space Exploration: More funds will be diverted towards space research and space travel research. We will work to improve the speed of our spacecraft and make our primary goal reaching the nearest solar system that may support advanced life. 2) Bio-Robotics: More researchers will be tasked to experiment with ways in which engineered and programmed micro-units can enhance human life. 3) Fusion/Fission Power: We will begin to explore ways in which we can harness the power of the atom to bring our country energy-independence. 4) Gene Splicing and Gene Therapy: A strong people is built from the genes up; therefore, we will spend more research hours investigating the possibilities open to us by gene manipulation. If we can build a better, stronger Rutanian, we should. 5) Organ Cloning: With many Rutanians on wait-lists for donated organs, we have a moral obligation to pursue the life-lengthening possibilities created by cloning human organs. Message | Mr Speaker The National People's Party of Rutania supports all of the agendas but we feel Organ Cloning and Gene Splicing/Gene Therapy should be switched. Instead of making a new "breed" of Rutanian. We should focus on increasing the strength of the normal one. Also, Gene Splicing could cause a rift in society where those who are spliced are regarded as the upper class and who aren't are the lower class. Message | Mr Speaker The UNSC must agree with The National Peoples Party on this matter. Except that we have no problem with organ cloning. Also, while strengthening our natural abilities in the manner the National Peoples Party has described will allow us to better ourselves and increase the effectiveness of military units while retaining our humanity. However, We would advise that space exploration be on the basis of security and expansion as well as gathering knowledge. |

This agenda will not only solidify Rutania's standing as a world leader in the field of biotechnolgy, but it will potentially allow us to become a world leader in the field of energy and aeronautics as well. Message | Mr Speaker The UNSC would like to point out that intentional genetic modification on humans can lead to Eugenics. And though we would like to see a better Rutania, we should be careful that it doesn't turn against us. |

Message | Madam Speaker -- I appreciate President Richter's support of our agenda, and we respectfully must disagree with the National People's Party and the UNSC. Although gene manipulation is indeed controversial, I feel that such research will enhance life for the average Rutanian -- we will live longer, healthier lives, and we will hopefully rid our society of crippling genetic based diseases; I assure you that it is with these goals in mind that the research in genetics will occur. Message | Madam Speaker We do agree that Genetics can indeed vastly improve our lives. But it must be used responsibly, and we shouldn't alienate ourselves from humanity and the world. If kept to a reasonable, non-Eugenic, level, then we don't see many causes for alarm. |
