Believing that militias are necessary to national defense and an important part of protection against tyranny both foreign and domestic do hereby give the right to form militias to the citizens with the following regulations. To join or start a militia one must be of sound mind, be physically able and you must have not been convicted of a crime. All militia organizations must register with the government and may only be militarily active in defense of the country.
