| Message | Madame Speaker, I do not wish to keep the Congress long so I'll keep the government finances presentation brief. The Presidency and the Prime Minister Office are splitting a funding increase to refurbish the Prime Minister's Residence for security reasons, to update transportation methods and to fund staffing increases. The Foreign Ministry is seeing its budget increase as most foreign aid programs are now being run through that ministry (excepting trade promotional programs, being handled by the Industry Ministry). Also included are dues for the MU and MSCO and retrofitting our diplomatic posts abroad for routine security and infrastructure updates. Internal Affairs is being increase because of new security requirements and to allow greater funding of counter terrorism efforts and counter intelligence threats as well. Finance is being increased to allow for more funding for banking regulation and tracking of funding for terrorist groups. Defense budget is being decreased as the major developmental hurdles such as constructing the ZNS Belgae have been accomplished and the new goals of the Armed Forces don't require as much money. We fully expect the ZNS Kostandian Bay to be ready by the end of this year with the ZNS Limenostomo set for launch let next year. Defense development priorities now shift to increasing missile defense and space based capabilities. Included are also officer training programs and our nuclear development program. Justice sees a slight increase to fund more federal officials to handle increased workload from focusing on transnational crime. Infrastructure is being brought down as most major projects are being finished while health sees a small increase as since we plan to privatize the healthcare sector later this year, we intend to help the states run their own programs through a series of block grants. Also seeing increases are disease research and defense spending and public sanitation and health campaigns as well. Science sees an increases because of focus on space and other classified technological developments as well. Food sees an increases as more local governments are requesting government assistance with their subsidy programs and we need increased imported agriculture inspections. Environment is seeing an increase to continue studying Global Cooling and to help communities adapt to the changes wrought by it. Finally trade stands pat as money is cut from basic unit regulation to increased trade promotion and economic development thus allowing the budget to stand. Peter Olander Finance Minister |
