The President of the Federation is hereby authorized to use appropriate and proportional responses to attacks conducted against the Zardic Armed Forces and against all other Zardic entities. 2. The President of the Federation shall direct the various overseas security and intelligence agencies to use all possible resources to counter threats to Zardic soveriengty and outside interference in the affairs of Majatra. 3. The President of the Federation can call up no more than 40,000 reservists if the Zardic Federation or her interests are under immdeiate threat and can intiate the process to call up more but Congressional notification is required. 4. The President of the Federation can declare zones 75 miles from the nearest international border as dangerous and hostile territory and can direct the Zardic Armed Forces to secure and police said territory to protect the integrity of the Zardic Federation. |

| Message | Madame Speaker, While we understand the Constitutional concerns surrounding this document we must reiterate that by passing this resolution we are following the Constitution. Article II Section 5 clearly defines the powers of the President when acting as Commander n Chief of the Zardic Armed Forces and Congress is giving its full authorization to the President to exercise these powers to protect us from foreign aggression.
