In addition to http://classic.particracy.net/viewbill.php?billid=417087, Appointing Provincial Leaders Bill, we propose to form regional assemblies.
Each Province would have an assembly that is an advisory organ for the Governor. It is the assembly that will vote on local law.
About the formation: Every seat entitles a party to select one representative.
