Proposal. We believe now is is none better a time than to shift our foreign policy outlook. Giving foreign diplomats the same respect as our government officials. Article 1
Proposal[?] to change The government's policy concerning diplomatic immunity.
Old value:: The government grants no diplomatic immunity and foreign diplomats are subject to arrest and prosecution and civil action under all laws of the host nation.
Current: Diplomats are exempt from prosecution for criminal acts but not from civil lawsuits, but may still be expelled because of criminal acts.
Proposed: The Government grants full diplomatic immunity and foreign diplomats are protected from arrests and prosecution from all laws and are protected from civil lawsuits, but may be expelled.
Article 2
Proposal[?] to change Government policy concerning immigration.
Old value:: Quotas are based on individual applicant's qualifications.
Current: Everyone is allowed to reside permanently in this nation.
Proposed: Everyone is allowed to reside permanently in this nation.
Article 3
Proposal[?] to change Government policy towards giving aid to foreign countries.
Old value:: The government supplies "tied" aid to poorer nations in return for trading rights.
Current: The government gives high levels of aid to countries in need.
Proposed: The government only gives aid for disaster relief in foreign countries.

Message | Mr. Speaker, The years that the GNRG spent in government evidently didn't make it clear that this immunity is because they are here in a special diplomatic capacity. It makes sense from an international perspective. Once more, members of the legislative branch are given wide immunity as well. I refer them to the rules regarding parliamentary privilege.
