MessageNo, this will lead to one of two things, either states of emergency every five seconds which is a worrying development with regards to the other rights normally suspended during such states of emergency. Or protests seriously adversely affect the lives of everyday people. Neither is a better solution to the law as it is currently, they are both much worse.
