Mr. Speaker,

Terra is been such hostile towards our glorious nation over the recent years that we need to reconsider our civil defence strategy.
In order to keep as many people safe from several lunatic governments, we think that every new building should have featers for civil defence.

Work order;
Architect checks and balance with local government to see what sort of civil defence the building can provide.
The extra costs;
The building materials used for the civil defence site shall be examped from any tax.

Wish to reply to my esteemed colleague from the LNC.

The tax examption only applies to the shelter or installations itself, and not the whole buidling.
We think that could be reasenable for the budget, and in fact more cheaper then building civil defence sites on our own.

I would like to continue with current policy. During air strikes these civil defence areas would be useless. However our strategic shelter network and defence are adequate for all types of attacks.

There is nothing in our proposal that suggest that the government should stop building shelters. It is just the fact that new buildings should have standard bombshelters or other types of shelters/storages that would help our population during attacks.

We see no reason why the economy should be killed by this. The provisions can be range from bomb shelters to food storages to toilets or storages for blankets... whatever the local governments deems fit for their 'disaster' planning. We don't ask them to build mega shelters for 1000's of people.
